Luton Carnival Arts Development Trust (UKCCA) Strategic Development 2020-21
Request for Expressions of Interest.

Invitation to Tender

The UKCCA Board agree that the time is right for a strategic review of UKCCA, drawing on the organisation’s past successes and establishing a strong new resilient business plan that will make the most of the current opportunities and assets.  The need for the review has been given additional impetus by the recent global pandemic, national issues around racial inequality, Black Lives Matter and a changing arts ecology in Luton.


This is an exciting opportunity to support UKCCA through the next stage of its development into a thriving carnival organisation based in one of the most diverse towns in the UK. 


The Board are looking for an experienced person who will have oversight of this strategic review, combine it with hands on knowledge of how the organisation works and support UKCCA through the next 12 months to action changes to the business plan, ultimately supporting UKCCA to thrive in the long-term.


This opportunity is open to either an individual or a small team that will work with the Board to ensure that the organisation has robust business and financial models, mission and ethos that staff, board and stakeholders can all confidently commit to.


We are looking for the following skills from the post holder:-


  • Previous experience working within an arts or cultural organisation at a senior level, including change management and overseeing budgets.

  • Proven track record of developing, writing and delivering business plans and capital bids within the cultural sector

  • Ability to lead teams, including change management, and to manage staff to required HR standards

  • Proven track record of fundraising from a range of sources and to a significant level

  • Excellent communicator with a proven track record of cross sector partnership building

  • Knowledge of the arts and cultural sector nationally

  • Excellent time management and organisational skills

  • Excellent IT skills



  • Experience of working within the Carnival Arts Sector

  • Experience of engaging and empowering community groups

  • Experience of running a multi-purpose building

  • Knowledge of Luton

  • Knowledge of Arts Council England funding mechanisms and monitoring

Draft Business Plan presented to the Board and progress reported monthly thereafter.

Final Business Plan presented to the Board

Project Completion Date 

by 30th October 2021
